The Portland Police Bureau's bike squad, led by officer David Baer, has seen an increase in open-air drug use since the decriminalization of personal-use amounts of all drugs in Oregon in 2020. Baer spends his time policing fentanyl and trying to stop its flow, often issuing tickets for drug possession. The bike squad has made numerous arrests and written citations for drug possession so far this year.

Homelessness and drug overdose deaths have also increased in Portland, leading to permissive laws being partially reversed. Gov. Tina Kotek signed a bill making possession of more than 1 gram of fentanyl a misdemeanor, and the Portland City Council has banned camping on public property during the day but has yet to enforce the ordinance. Despite the challenges they face, officers from the bike squad receive positive feedback from the business community and those being cited for drug use.
