Estimates suggest that under the SAVE plan, 78-89% of undergraduate borrowers will receive some form of debt cancellation, with one out of every two borrowers paying less than half of their debts before receiving forgiveness. The cost of the SAVE plan is expected to be at least $138 billion over the next 10 years, but the true cost is likely to be significantly higher.
