California Governor Gavin Newsom proposed a 28th Amendment to the US Constitution that would limit gun ownership and enact a national ban on assault rifles. The amendment would raise the minimum age to purchase a firearm to 21, institute a waiting period, mandate universal background checks, and ban civilian purchases of assault rifles nationwide. However, the amendment faces long odds as it would need the support of 34 state legislatures, a number that is unlikely given that Republicans, who typically oppose gun control measures, control most state legislatures.
