The more the U.S. government has attempted to capture the wealth of the top 1% of earners through income tax, the larger the tax burden that the lowest 95% of taxpayers ended up paying, according to an analysis of the past 110 years of tax history by economist, Arthur Laffer. His findings showed that while top marginal income tax rates had ranged between 7% and 94%, over the years, the amount of taxes paid by the rich as a share of their actual income has generally remained steady at about 20%. "Rich people are different than we are,” Laffer said. “They can change the location, volume, composition and timing of their income, and rich people can hire lawyers, accountants, deferred income specialists, favor grabbers, lobbyists."

Laffer's study reveals that when taxes are raised above a certain optimum rate, revenues will decline as the tax base shrinks. This is called the “prohibitive range” of taxation. While this concept has become widely accepted, economists and politicians disagree on what the optimum rate actually is, with more progressive economists putting it around 70% for top earners. In fact, according to Laffer, high tax rates on top earners during the 1960s and 1970s did not result in a higher revenue share of income from this group, and cutting tax rates increased the tendency of the group to pay taxes. Examining top marginal tax rates against the share of taxes paid by the 1%, the authors found that, as the top rate was cut, the share of taxes paid by the richest Americans went up while the share paid by the bottom 95% declined.

The McKinsey survey highlighted that after a period of initial exuberance, there seems to be a plateau in AI adoption, and we may be seeing the reality of the level of organizational change it takes to successfully embed this technology in organizations. The survey also noted that while limited enthusiasm may have arisen during the adoption of other technologies, it did not prevent those technologies going on to enjoy widespread adoption.
