The goal, according to Richmond Hill Police Chief Mitch Shores, is to "deal a punishing blow to criminal gang activity in this region but also to ultimately dismantle the gang itself." District Attorney Jeffery A. Blackwell characterized the Outcast as a "dangerous outlaw motorcycle gang" that is directly involved in criminal enterprises.
