Florida officials have confirmed that the state has flown multiple migrant flights to California with the consent of the passengers. The migrants on board gave their consent through written and verbal communication, and Florida ensured the third-party NGO's safe delivery. The flights sparked outrage from California's governor and attorney general, who accused Florida of kidnapping the migrants. The state's Division of Emergency Management provided video evidence of migrants signing consent forms and discussing how they were treated, and stated that the transportation was part of a voluntary relocation program. Florida's governor signed legislation earlier this year expanding the program with extra funding.

Republicans argue that sanctuary policies draw migrants to the border, and therefore it is right that migrants go to those areas as well as border towns and cities.
