The number of border appointments a day increased to 1,250, which amounts to nearly 40,000 appointments a month, and while the total number of people entering the US on humanitarian grounds is unclear, DHS data claims that more than 800,000 total migrants could be allowed into the US on humanitarian grounds. Critics also accuse the administration of deliberately using misleading language, playing games with the parole system and deliberately obfuscating data.

Chinese Ships Leave Vietnam Waters With Russian-Run Gas Fields After US-China Talks
Chinese research ship Xiang Yang Hong 10 and its escort, which spent nearly a month in Vietnam's exclusive economic zone (EEZ) in the South China Sea, left the area on Monday evening, immediately after US-China talks. China claims most of the oil-and-gas-rich South China Sea and its territorial claims have been contested by several countries in the region, with Vietnam and the Philippines being particularly vocal. However, China has responded by saying its South China Sea activities are legitimate, and that ships are allowed to sail through foreign EEZs under international law. Vietnamese surveillance ships left after the Chinese vessel and the flotilla accompanying it moved out of the EEZ.

TSMC Feeling 'Good' About Possible Germany Plant, in Talks on Subsidies
Taiwanese chipmaker TSMC is discussing subsidies with the German government for a possible first European factory in Germany. TSMC has been in talks with the German state of Saxony since 2021 about building a fabrication plant, or “fab,” in Dresden. The European Union has approved a 43 billion euro ($46.07 billion) subsidy plan to double its chipmaking capacity by 2030 in an attempt to catch up with Asia and the United States.

TSMC is also investing $40 billion in a new plant in the western U.S. state of Arizona but has expressed concerns about the criteria for U.S. semiconductor subsidies. South Korean chipmakers have also raised concerns over the conditions, which include sharing excess profits with the U.S. government. TSMC had submitted a “pre-application” to the U.S. Department of Commerce (DOC) for the subsidies, and Liu said the department had an “open” attitude towards the subsidy conditions. The DOC has said it will protect confidential business information, and the requirement to share excess profits would only occur when projects significantly exceeded projected cash flow.

Australia's school retention rate has dropped to the lowest level in a decade, with only 79% of students graduating high school, according to a Productivity Commission report. Aboriginal and Torres Strait Islander students had the lowest finish rate in New South Wales, with just 45% completing Year 12 while 87.2% of non-government school students finished high school. Education Minister, Jason Clare, has said that the education gap between children from wealthy and poor families was widening, with only 74% of students from the poorest quartile completing high school. Meanwhile, the Organisation for Economy Co-operation and Development reported that disciplinary issues in Australian schools were among the least favourable in the OECD.
