Less Than 10 Percent of Pistol Braces Registered With ATF by Deadline
Only a small fraction of pistol stabilizing braces have been registered with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) by the May 31 deadline, despite a rule stating that pistols equipped with these devices may be converted into short-barreled rifles, which are regulated and subject to tax under the National Firearms Act. An estimated 3 million to 40 million pistol owners are believed to possess such devices, while only 255,162 have registered them so far. The ATF has not indicated how it will enforce the rule or commented on the ongoing litigation, but parties to at least three lawsuits are currently protected.

The relatively low number of registered pistol stabilizing brace owners reflects concerns with compliance, and some believe this is a sign of resistance against tighter gun control laws. The stabilizing brace was originally used to assist the disabled and has been popular among gun enthusiasts for its practical utility. Critics of the rule argue that the pistol stabilizing brace is not a weapon in itself and suggest it is strange that the ATF would choose to regulate it as if it were. ATF agents and judges have given owners of unregistered pistol stabilizing braces some leeway, and conservatives have used the issue as fuel against anti-gun agendas. Nevertheless, three lawsuits have been filed so far and await their verdicts, even as thousands continue to use their stabilizing braces without registering them.

Although Carrillo claims the bill is for equity and tackling discrimination, the code it is amending show that it allows children to be placed in residential shelters without parental consent, thus decimating parental rights. This bill empowers a child, along with their mental health provider, to decide that they cannot go home without any evidence of abuse or wrongdoing; a mechanism to find parents implicitly “abusive” for not transitioning their children, without coming right out and saying it.
