The Department of Justice waited two years to arrest alleged terrorist Mateo Ventura when he turned 18, despite continuous contact with the FBI. On the day of his federal district court hearing, Ventura rocked back and forth and stared at the floor. A federal judge recommended mental health treatment. Ventura had allegedly communicated with an FBI informant, whom he believed to be a member of ISIS. The DOJ claimed that Ventura was withholding information from them. He was arraigned on the charge of “knowingly concealing the source of material support or resources to a foreign terrorist organization.”
The FBI often uses entrapment schemes to capture those who have a propensity for terrorism. Ventura was hesitant about the reselling scheme, which he was encouraged by an undercover agent to participate in. It is unclear whether Ventura would have continued with the scheme without the FBI agent's involvement. Informants often choose targets based on their religious or political beliefs, or because they are particularly vulnerable, according to a Columbia Law School investigation of human rights abuses in US terrorism prosecutions. The FBI used Ventura for a job well done of catching a domestic terrorist who believed he was in contact with ISIS, while they created a terrorist. National Review suggests that the FBI create protocols to explain why they begin their investigation, that their staff refrain from implying in public that their investigations are complete and subject is guilty, and if an investigation is closed, the closure of a case is publicly announced.
