Forbes: Congress Looks to Shake Up Pentagon Acquisitions with a ‘Hedge Portfolio’
The House Defense Appropriations Subcommittee has proposed that the DoD's Defense Innovation Unit create a "hedge portfolio" of weapons systems, munitions and suppliers outside the scope of the Pentagon’s normal channels. The Committee observed that the lack of a broad and diverse defense industrial base combined with the Pentagon's bureaucratic environment has put America's military and defense establishment on the back foot at a time when threats from US adversaries are high. Doug Beck, the new director of the DIU, will brief Secretary Austin on the development of the portfolio, for which the Committee has set aside $1 billion in funding. The effort will be channeled through and managed by the DIU, which was recently elevated to report directly to the Secretary of Defense.
The House Defense Appropriations Subcommittee has recommended that the Department of Defense build a "hedge portfolio" of weapons systems such as drones and vehicles, munitions, and suppliers outside the Pentagon's normal channels. The Committee's recommendation comes at a time when the Pentagon is not moving fast enough, if at all, to respond to the challenges the US faces. This is why the chairman of the Defense Appropriations Subcommittee, Ken Calvert, is seeking to create an alternative organization focused on "rapidly fielding new capabilities from new sources at scale". Part of the funding will be used to establish one organization within each Service to build and execute the hedge portfolio. They’ll be called Non-traditional Innovation Fielding Enterprises that will focus on acquiring quickly fieldable technologies and systems from non-traditional commercial suppliers to get them to military combatant commands quickly and at affordable prices.

Police armed with warrants raided and searched the buildings in Las Pinas, Philippines, rescuing 1,534 Filipinos and 1,190 foreigners from at least 17 countries, including 604 Chinese, 183 Vietnamese, 137 Indonesians, 134 Malaysians and 81 Thais.
