The Soufan Group has called on the Biden administration to consider designating Russia's Wagner Group as a Foreign Terrorist Organization due to its alleged actions outside conflict zones and its links to the Russian state. The private military company, founded in 2014 by Russian oligarch Yevgeny Prigozhin, has been involved in conflicts from Ukraine to Syria to sub-Saharan Africa and is believed to have a total force of over 50,000 members. Wagner's tactics, including the use of force against civilians, make it difficult for international and regional actors to develop effective conflict prevention strategies, according to the report.
The US State Department has so far declined to preview any potential sanctions against Wagner. The group was recently designated a transnational criminal organization by the US. Despite its operational capabilities, the group is not invincible, according to the report. Its defeat by US special forces in Syria and its failure to curb an insurgency in Mozambique demonstrate its fallibility, the authors note. However, Wagner's association with the Russian state means it is a unique threat, according to former US Defense Intelligence Agency officer Rebekah Koffler, who warned that the alleged rebellion launched by Wagner earlier this year might still have been pre-planned.

Patients waiting for effective new therapies could be considered casualties of the Act, which would subject ever-more drugs to price controls.
