An IMO carbon tax, i.e., a tax levied on all international shipping under the auspices of the IMO, received enthusiastic support at the Paris conference, and it is expected to be formalized next month at the IMO's annual meeting. The tax on shipping alone would raise an estimated $100 billion a year, and it could provide Macron with a symbolic victory if it gains support from the IMO next month. This would establish the framework and precedent for additional global taxes and give the United Nations a more substantial income stream completely independent of the voluntary contributions from member states.
