The bill passed second reading on June 21, with only three votes against it in the House of Commons. If passed, the legislation would make it a federal offence to enter private land that holds animals without lawful authority or excuse. Melbourne has jumped seven places to third on the 2023 EIU Global Liveability Index, nearly reclaiming its title as the world's most liveable city. Sydney comes in fourth. Vienna claimed the top rank as the world’s most liveable city, with Copenhagen coming in second. According to EIU, the removal of COVID-19-related restrictions bodes well for overall global liveability in 2023. The average index score was 73.2 in 2022, rising to 76.2 out of 100 for more than 170 cities. Western European cities have slipped down the rankings amid a rise in workers’ strikes and civil unrest.

Melbourne’s Lord Mayor, Sally Capp, is proud of the city’s global liveability ranking, despite the city being in the longest lockdown to date. Melbourne only eclipsed Sydney in the categories of Culture and Environment, scoring 95.8 compared to 94.4. Melbourne has historically been known as the “cultural capital of Australia”. Premier Daniel Andrews takes a swipe at other states, particularly South Australia, for promoting lower taxes compared to Victoria.
