Water moves through soil in large and small pores, and adding gravel worsens the situation, as the water pressure will not force the water into the large pores below. If you are planting annuals in the half-barrel, they do not need the whole barrel full of soil and can be grown in the bottom half of the barrel filled with Styrofoam peanuts or other lightweight filler. This will make the barrel easier to move, but the peanuts won't help with the drainage problem.
