Experts believe that this move is part of China’s ongoing efforts to bulk up its presence along the contested border, which saw the first deadly conflict between the two nations in 45 years in June 2020. The new cities are locations of strategic importance despite their small populations, and may enhance civil-military integration in the region, thus strengthening defense and security along the China–India border.
The upgrade of Milin and Cuona is part of China’s efforts to build up infrastructure in the border regions, which will be directly administered by the Chinese Communist Party (CCP) administration of Tibet. The move will allow the region’s central government to fast-track infrastructure development on the border, thus securing its own periphery, a strategy that has been pursued by China since the Sino–Indian war of 1962. However, Indian experts say that the upgrade is a strategic move to build the Chinese army’s forward defense and enhance control over the region, and have urged India to strengthen its defense and security in the area by increasing its population and opening up these areas for tourism.
