Texas Governor Greg Abbott sent a busload of new migrant arrivals to Los Angeles, highlighting the ongoing challenge of what to do with migrants still coming daily. President Biden's efforts to address immigration challenges have not yielded enough results, despite proposals to widen the scope of immigrants who can legally enter the country and improve border security. One proposed solution is to set up pre-clearance facilities in Mexico near the American border, similar to the pre-clearance system used for new arrivals flying into the United States. This would channel all migrants currently arriving at irregular southern border points to the pre-clearance facilities and allow for triaging applicants to ensure those most deserving are dealt with first. However, there is no perfect solution to the southern border problem.

Israeli Prime Minister Benjamin Netanyahu condemned the attack and promised to avenge those who were murdered. Netanyahu warned terror groups operating against Israel that all options are open and Israel will continue to fight terrorism with full force. Hamas praised the terrorist attack, which followed an attack on IDF forces in the West Bank city of Jenin on Sunday.

Rwandan genocide suspect, Fulgence Kayishema, is seeking political asylum in South Africa after being apprehended for the mass killings he was involved in during the 1994 genocide. He is accused of orchestrating the brutal killings of 2,000 people in a church. Kayishema faces genocide and crimes against humanity charges, but his asylum request may delay extradition. He is one of four remaining fugitives sought by the United Nations' International Residual Mechanism for Criminal Tribunals for genocide and crimes against humanity.
Recently apprehended Fulgence Kayishema, accused of genocide, will apply for political asylum in South Africa, where he was arrested. The U.N. tribunal wants him extradited to Tanzania and then to Rwanda for trial, but this may be delayed because of his asylum claim. Kayishema hid in at least three African countries before arriving in South Africa, escaping because of fear for his life. While he faces 54 charges of fraud and immigration offenses, parts of his case must be put on hold while his application for asylum is considered. His case has already taken longer than it should have because of South African authorities' failure to act on the arrest warrant years ago.
