The government has an obligation to inform Canadians about policies, programs, services, and safety issues. Advertising is one method of communication used to achieve this. Federal advertising spending in 2021 was $140.8 million, with $62 million spent on COVID-19 messaging. In 2016, the Treasury Board Directive stated that all federal advertising should be non-partisan.

However, some representatives from trade organizations, including the Associated Builders and Contractors and Western Electrical Contractors Association, criticized the agreement for discriminating against non-union workers. Nonetheless, the council did not revise the agreement, which aligns with Mayor Farrah Khan's three-year effort to bring local workers jobs.
