He explained the scope of the country's long-standing policy of full-spectrum deterrence, comprising robust tri-services inventory, and new elements such as an unprecedented range of 0 meters and the possibility of nuclear land mines. Pakistan has always maintained ambiguity in its nuclear policy, and it is uncertain whether Kidwai's announcement refers to a technical milestone or serves as a rhetorical escalation. The shift, regardless of the logic, is problematic for regional stability and India's perception that it can fight a limited conventional war against a nuclear-armed adversary.

The potential policy of Pakistan going down to zero-range weapons is seen as part of a newly perceived gap in deterrence posture and an attempt to add additional options to the country's arsenal of responses, making it difficult or impossible for India to take out Pakistan's entire nuclear force in a decapitating first strike.
