The Greek coast guard is being criticized for its response to a ship carrying migrants that capsized off the country’s south coast, with 500 people presumed drowned. Any attempt to tow the overcrowded trawler or move hundreds of unwilling people onto nearby ships would have been too dangerous, said a coast guard spokesman. The refusal of assistance could be overruled if deemed unreasonable, as it seemed to have been on Wednesday, according to maritime law experts.
