California state senator Tom Umberg has proposed a controversial bill that would create a constitutional right to “economic well-being” for government workers under the umbrella of collective bargaining agreements. The proposal, Senate Constitutional Amendment 7 (SCA 7), which would bar employers from attempting to interfere with employees' abilities to organise, will require two-thirds of the state legislature to sign off on it before it can go on the statewide ballot in 2024. The move has drawn widespread criticism, with opponents suggesting that SCA 7 would put public-sector unions above the law in relation to policy creation in areas such as housing and the environment. Lawyers representing state workers could argue that closing a school or other form of public project could be in violation of staff organised labour law.

SCA 7 has been criticised for being poorly worded and far-reaching, and for potentially creating unequalised rights between private and public sector employees. Experts warn that the bill will have a particularly important and adverse impact on development, infrastructure, and employment in areas such as building and construction. Opponents' concerns also extend to the perennial political campaign target of private-sector union-backed candidates receiving political favours for union support, particularly for public employees. SCA 7 appears to represent a trend, as similar laws have been passed in Illinois and Pennsylvania. Mailee Smith, an attorney at the Illinois Policy Institute, says that California's proposed amendment language would allow government unions to make wage and benefit demands, in addition to undefinable "economic well-being" arguments that could result in anything from new unionised employment categories to expanding some worker's rights over the broader California population.

The mural is due to be permanently displayed in Veterans Memorial Park and will be protected by a glass cover and spotlights.
