Senator Victor Oh is renting buses to transport up to 3,000 people to Ottawa to demonstrate against legislation calling for a foreign agent registry to address foreign interference activities on Canadian soil. Senator Yuen Pau Woo will also be leading the demonstration. The Chinese Immigration Act of 1923, known as the Chinese Exclusion Act, was established to stop Chinese immigration, and its 100th anniversary is on June 24, the day of the demonstration. The Canadian government's proposed foreign agent registry has not received government support and is currently being debated in the Senate.

However, private attorney general statutes such as the qui tam lawsuit have been around since 13th-century England and have been thoroughly used in the United States to fight fraud during wartime contracting. The qui tam action allows litigants to bring a lawsuit in their name on behalf of the United States, with the relator pursuing the case as if it's their own suit once the United States declines to intervene. The qui tam mechanism has raised concerns that it violates the unitary concentration of executive power in the hands of the president under Article II. Justice Clarence Thomas argues that the statute places control of litigation in the hands of the Attorney General, which is against public interest, as it could lead to unseemly races for government investigations that could profit private parties. The chief purposes of the Act were to stimulate action against war frauds through diligent prosecution by attorneys and to offer large rewards to stimulate actions by private parties if prosecuting officers are tardy in bringing the suits. Thomas is more circumspect about where he would come out, referring it to "complex questions," indicating that he would leave the issues to parties and the court below to consider after resolving the statutory issues. Justices Brett Kavanaugh and Amy Coney Barrett agreed with Thomas that the Article II issue should be decided "in an appropriate case."
