The program, which has awarded 43 grants totaling $20 million in 2022, was sourced from the Countering Violent Extremism Grant Program and established by former President Barack Obama in 2011, but was halted by former President Donald Trump in 2017. President Joe Biden revamped the initiative and established a new center to replace the office that administered the program and created a new intelligence division within the department dedicated to domestic terrorism.
