The move is part of Abbott's campaign to draw attention to border states struggling with an influx of illegal immigration as the situation worsens under the relaxed policies of the Biden administration. Republican governors have been sending migrants to sanctuary cities, and Abbott remarked that Los Angeles was particularly popular among them, as the city's leaders had recently enacted a sanctuary city status. On Friday, the Los Angeles City Council passed a unanimous order making it a sanctuary city and forbidding city employees from working with immigration officials. Democratic California Gov. Gavin Newsom was critical in his response when Republican Florida Gov. Ron DeSantis made a similar move, calling him a "small, pathetic man" and suggesting he was culpable of kidnapping. California itself has had sanctuary state status since 2017.

Senators have called for new guardrails to be imposed on Section 702 of the Foreign Intelligence Surveillance Act, which allows for intelligence gathering on foreign agents operating outside the United States, but has been repeatedly abused by the FBI. If Congress doesn’t reauthorize it, the program is set to expire on Dec. 31 this year. Section 702 has been reviewed after reports of millions of illegal queries of U.S. citizens in 2021, and recently unsealed court opinions have led to renewed scrutiny. Reforms now mean each FBI query requires a personal justification and lawyer approval.
