Johnston came under fire for depending on a loyal Liberal Party donor for assistance and claiming that the PM, cabinet, and government officials were blameless. The PM argued that since Johnston was appointed by former Prime Minister Stephen Harper, the former governor general was a perfect choice to conduct a neutral investigation. However, Johnston's investigation has been deemed a "fake job" that he is incapable of doing impartially, and calls for a public inquiry persist.

Adam Steinbaugh from the Foundation for Individual Rights and Expression argued that Atkins "should never have been in handcuffs in the first place, and the city needs to take measures to correct its officer’s misconduct and ensure that its officers will not violate the First Amendment in the future.”
