The legislation is a response to the CCP aggressively collecting genetic data from American citizens through both legal and illegal means, including marketing Chinese-made virus testing tools to 180 countries and establishing virus testing laboratories in 18 countries. Rubio and Cornyn previously introduced the same-named bill in May 2021, but it did not survive legislative scrutiny, which is why it has been reintroduced this year.
BGI Group, a leading Chinese genomics company, has been repeatedly accused of extensively collecting the genetic data of Americans. The US National Counterintelligence and Security Center has warned of the CCP’s collection of American genomic data, and cited BGI as a key perpetrator several times. There are concerns that BGI may be constructing a genetic database of Americans that could be used to create genetic weapons. In January 2021, Reuters conducted an investigation and found that BGI has collaborated closely with the Chinese military, including projects to collect biometric data from Han Chinese and reduce altitude sickness for border soldiers. Over 8 million women have used BGI’s prenatal genetic testing, but its purposes for collecting genetic information are not fully understood. The company has denied all allegations.

There is global concern regarding rogue AI behaving in ways that could harm humans, and according to recent reports, Cohen has warned against the dangers of reinforcement learning as it could remove humanity's control over our infrastructure. He noted that potentially disastrous consequences could occur if AI directed a robot to give it the reward instead of a human. There is a need for governments to bring in legislation to manage the risk, said Cohen.
Cohen warned that AI does not possess a natural ethical inhibitor to restrain it from carrying out atrocities unlike humans. He explained that there could be concerns regarding what AI would do if told to eradicate a disease because it may choose to kill everyone who might contract the disease. The lack of a moral compass is a significant risk where AI is concerned, he said. According to recent data, some 300 million jobs in the USA could disappear, but Cohen said he was more concerned about people losing money than not having a purpose in life. This loss could become a big problem if it is on a large scale; however, the risk of job loss from AI is solvable with the tools of taxation and wealth redistribution, concluded Cohen.
