The Epoch Times: Debt Deal: Billions of Dollars to Be Reduced in IRS Funding
The US debt-ceiling agreement includes cuts of $21.4bn to funding for the Internal Revenue Service (IRS), with $1.4bn already having been allocated set to specifically be rescinded. The rest will be deducted from the $80bn originally given to the IRS under the Inflation Reduction Act over a decade-long period. The yearly use of this extra funding will not be affected by the cuts. The move will likely lead to federal revenues being reduced, according to a May report from the Congressional Budget Office, which estimated a net increase in deficit of $900m over a decade.
There are worries that the cuts could damage the IRS’s funding for new technology, improving customer service, more efficient tax resolution and staffing, including attracting more highly qualified personnel. While a White House official has suggested there may be future calls for additional funding requirements, some have suggested the cuts could suggest a reduced commitment to the IRA increase. The same sources also suggest there could be a reluctance to invest in staff and technology, with the agency potentially making cuts to these to offset losses in funding.

Fox News: GOP rep demands answers on DOD grant to university with Chinese ties
Rep. Mike Gallagher sent a letter to Defense Secretary Lloyd Austin seeking answers on a research grant to Alfred University, an American university with Chinese ties. The letter called out the university's partnership with a Chinese university “actively engaged in defense research” on behalf of the People's Liberation Army. The grant worth $13.5 million that was issued by the Department of Defense in 2022 towards hypersonic weapons research could be in violation of the law as of October 1, 2023, per Section 1062 of the 2021 National Defense Authorization Act (NDAA).
In the letter, Gallagher requested information on how the Department of Defense (DOD) safeguards sensitive military research from theft or compromise due to the university’s Confucius Institute in conjunction with its research agreement with China University of Geosciences in Wuhan, which currently maintains a research center whose research area is "closely related" to that of Alfred University's. Gallagher's letter comes a little over a month after Rep. Jim Banks sent a letter to Austin requesting answers on the DOD's "inadequate guidance" for colleges seeking waivers to host Confucius Institutes on campus while maintaining department funding. The Senate had passed a bill limiting China's reach into American universities by tightening restrictions on Confucius Institutes.

Forbes: Center For Maritime Strategy’s Navy Shipyard Housing Proposal Misfires
The Center for Maritime Strategy suggests the Navy buy used cruise ships to address poor living conditions for sailors on berthing barges during refits. However, this proposal is not feasible, as the costs are prohibitive, and Congress would not save money or time tinkering with old cruise ships. Additionally, these ships are not suitable for use as auxiliary hospital ships or transport vessels for troops as the design cannot easily be converted. Instead, the Navy should integrate permanent lodging into naval shipyards and look into accommodation barges as a more viable option.
Building permanent lodging facilities in shipyard towns is a more economical choice for the Navy than buying old cruise ships. Accommmodation barges are also a common feature throughout the maritime and can offer comfortable lodging to all kinds of workers. Instead of buying old cruise ships, the Navy should focus on designing berthing barges with better designs, amenities, and services, such as those being built by Philly Shipyard and Bibby Marine. Additionally, the Navy should look at evolving the National Security Multi-Mission Vessel project for mid-sized hospital ships, troop carriers, and vessel tenders.
