After a drought-busting winter of heavy rain and snow in 2019, the state is facing a proliferation of vegetation that could fuel wildfires. However, the new state labour regulations may force herding companies employing goat-grazing services out of business as it becomes more expensive to provide them.
California has historically followed a set of different labour rules for goatherders than those for other farmworkers because their work requires them to be on call 24/7. However, a state agency has now ruled that the same worker protection rules should now apply to goatherds, meaning that they are entitled to ever-higher pay. The higher rates would cause companies to drastically raise their rates to provide goat-grazing services.

The law doesn't change who's eligible to obtain a permit, which still requires a background check, firearms training, and other standards. Newsom claimed the permitting law removes requirements for background checks, instruction, training, and oversight, but DeSantis' press secretary Jeremy Redfern countered that the bill Newsom referenced doesn't take effect until July 1.
