The rule will affect all congressional districts, and may not even be put to a vote in Congress. The resolution allowing for congressional disapproval of the rule has 188 cosponsors and is twice as popular as any other resolution scheduled for a vote this week. The resolution needs a vote before the deadline, and voting for it will help in restoring legitimacy to Congress.
