Fox News: Oklahoma's Republican-controlled legislature unveils largest budget proposal in state's history
Oklahoma Republican leaders presented a $13 billion state budget proposal, the biggest one ever, that excluded the governor's plan to reduce the state's income or grocery sales tax and the renegotiation of tribal compacts with Native American tribes. Nevertheless, Democrats were content with the inclusion in the budget of $215 million for affordable housing and the construction of a popular culture museum. The hefty spending in the budget has some conservative Republicans questioning their support.

Alexandria Ocasio-Cortez said the Republicans were holding negotiations hostage and that the chaos of not coming to an agreement would be catastrophic.

The College of Physicians and Surgeons of Ontario (CPSO) is awaiting a decision from a disciplinary tribunal, following a series of hearings aimed at exploring the limits of doctors’ freedoms of speech and practice, and the limits of the CPSO’s powers over the profession. Attorney Michael Alexander argues that the CPSO’s COVID-19 health measures are merely “recommendations” and do not hold the power of law. Dr. Crystal Luchkiw is under investigation for her breach of conduct relating to a vaccine exemption, made by one of her patients, and comments she made that contradicted official health recommendations. If the tribunal were to decide that the college cannot prosecute people in breach of “recommendations,” this would invalidate all investigative orders written for other doctors currently being investigated or prosecuted around COVID-19, noted Alexander.
CPSO’s counsel argued that Luchkiw has breached the rules for professional conduct by refusing to cooperate with the investigation, as doctors are obliged to “cooperate fully with an investigator.” Luchkiw refused to cooperate, stating her view that the CPSO’s investigation orders lacked reference to actual events. Alexander contests CPSO’s argument that Luchkiw might have caused “harm” to her patients by not following COVID-19 health policies. Alexander has also argued that the CPSO’s guidelines violate the Charter rights to free speech and informed consent. If the tribunal decides against Luchkiw, it will allow CPSO to continue its investigation into her conduct, potentially impacting other doctors being investigated or prosecuted around COVID-19.

New Mexico Governor Michelle Lujan Grisham has launched an effort to confront organized crime by convening the state’s Organized Crime Commission, which will provide an annual report to the state Legislature and governor. Albuquerque-based District Attorney Sam Bregman will lead the eight-member group which will also include Republican former state Supreme Court Justice Judith Nakamura and Democratic Bernalillo County Sheriff John Allen. The commission was put in place to forestall, check and prevent the infiltration and encroachment of organized crime. Organized crime in New Mexico has recently led to the adoption of criminal penalties for coordinated retail theft, federal raids on stash houses to rescue migrants and efforts to disrupt fentanyl rings.

A former correctional officer at a women's prison in California has been arrested on suspicion of sexually assaulting at least 13 inmates over the past nine years. Gregory Rodriguez faces 96 counts of rape, sodomy, sexual battery, etc. If convicted on all charges, he could be sentenced to more than 300 years. The women's prison is located in a small city about 120 miles southeast of San Francisco. Two unidentified inmates filed lawsuits in December accusing Rodriguez of sexual assault at the prison. A 2003 federal law known as the Prison Rape Elimination Act created a "zero-tolerance" policy for the sexual assault of inmates.
