The lawmakers’ investigation was prompted by allegations of impropriety at the Drug Enforcement Administration over spending on outside consultants.

The project would have received $250,000 in the next state budget for drafting a state plan to develop and restore the Quindaro Ruins in Kansas City, Kansas, which Robinson represents.

Kansas Republican Rep. Patrick Penn, who is Black and helped secure the funding for the Underground Railroad project, accused Kelly and other Democrats in the state of having "bigoted expectations" that Black voters line up and vote for Democrats. Robinson, who also criticized Kelly's veto, had been referred to as a "house Negro" by a fellow Democrat for siding with the Republicans on key issues. Kelly did not comment on the personal accusations, but stated in her veto message that advocates should work through proper channels to seek funding for the Underground Railroad project.
