Adult migrants began arriving on Sunday, with at least five more schools preparing to house migrants. However, parents have raised concerns about the safety of their children and the disruption to their education, with some schools reportedly cancelling physical education classes and locking down sites. The New York City Education Department has not yet commented on the issue.

However, the Ukrainians rejected the offer suspecting double-dealing. Prigozhin dismissed the reports as a smear and accused “people from Rublyovka” of undermining him. This is an example of Putin’s style of managing the elite proving dangerously dysfunctional when transplanted to the battlefield.

If Putin ignores revelations of Prigozhin’s attempted deal or gives him a symbolic slap on the wrist, he will show himself as weak. Any missteps make it more likely that when he is faced with some true systemic crisis, the elite will decide he neither deserves their support, nor is dangerous enough to compel it. This poses a challenge for the president, who is clearly uncomfortable with any major reshuffles at the top of his security structures. Putin may be tempted to try and ignore these revelations in the name of not disrupting Wagner at a time when it is still at the forefront of the battle for Bakhmut.
