OpenAI CEO Sam Altman warns against anthropomorphizing artificial intelligence and insists that it should be viewed as a tool rather than a creature. Speaking to reporters on Capitol Hill after testifying before the Senate Judiciary Subcommittee on Privacy, Technology, and the Law, Altman invited the government to regulate AI due to the potential threats the technology may pose, such as "significant harm to the world." His biggest fear is that AI could cause significant harmful disruptions for people. Examples he gave include AI designing novel biological pathogens and AI hacking into computer systems.

Altman also highlights that the speculation on AI self-awareness is not helpful and suggests it is important to focus on discussing AI as a tool. He notes that the anxiety and fear surrounding AI comes from the wrong frame of reference and suggests we must learn to identify and manage the potential downsides of the technology. Regulatory intervention by governments will be critical to mitigate the risks of increasingly powerful models and work must be done to prevent AI from causing major harm.
