Paris intends to equip several Ukrainian battalions with dozens of armored vehicles and light tanks, including the AMX-10RC. This follows the UK's delivery of Storm Shadow long-range missiles to Ukraine, which led to Ukraine striking Russian objects far beyond the front line.

Turkey's government has a lot of power to control the internet and impose restrictions, however, Twitter is filing its objections to the fifth order tomorrow. The Turkish-born NBA player Enes Kanter and Robby Starbuck chose to criticize current Twitter CEO Elon Musk over the platform’s action, while Musk argued that the choice was to either limit access to some tweets or have Twitter throttled in its entirety.

Forbes: McKernan Underscores Problems With FDIC’s Systemic Risk Exception
Federal officials have released reports related to the Silicon Valley Bank and Signature Bank failures, including a statement released by Federal Deposit Insurance Corporation board member Jonathan McKernan, which has risen to a must-read level. The statement provides background information on the systemic risk exception and clarifies exactly what it authorizes the FDIC to do. The systemic risk exception allows the FDIC to ignore the general requirement to close failed banks in a manner that exposes the Deposit Insurance Fund to the lowest possible cost, but only for the bank it is closing. In the case of SVB and Signature, the systemic risk exception allowed the FDIC to cover uninsured depositors at those two banks. However, it did not allow the FDIC to cover uninsured deposits – or anything else – at other banks.
Maintaining financial stability conflicts with shutting down banks, even when they’re insolvent, which has created a serious contradiction in U.S. banking law. The systemic risk exception gives federal regulators – and Congress – a pass on the least cost resolution requirement, which ironically makes it more likely that the bank will be kept open in the name of keeping “the system” running. The fear that freezing any deposits would disrupt the economy has morphed into the fear that a bank failure could freeze a large number of customer deposits, thus disrupting the economy. Without a clear definition of financial stability, the systemic risk exception is easy to invoke. Congress should get rid of the systemic risk exception as resolving a failed bank does not always mean all the money in the bank gets frozen and then disappears. It does not have to result in a major economic disruption.
