The deal puts an end to a lawsuit filed against the state Department of Natural Resources last year and will be reinstated after four years if Kinnard is caught spreading untreated manure into the unusually shallow soil in Kewaunee County. The company will also have to install state-of-the-art technology to treat the manure, and the DNR can immediately impose groundwater monitoring requirements if they fail to meet the deadlines.
