Trigger reductions such as transportation initiatives remain at $3.9 billion, while spending cuts have risen $1.1 billion to $6.7 billion and delays for programs have been increased by $695 million to $8.1 billion. An additional $2.5 billion is expected to come from the Managed Care Organization tax, with special funds borrowing increased by $1.2 billion. Newsom has already faced criticism for his harsh COVID lockdowns that drastically affected test scores, while the new budget proposal allocates more funds to support a whole child framework, which directs attention towards children's long-term development rather than academic achievement.
