North Carolina's Republican-led legislation to limit abortions to 12 weeks has been vetoed by Democratic Governor Roy Cooper. The bill was vetoed in a pro-choice rally outside the North Carolina Legislative Building. Republican lawmakers plan to override the governor's veto with an override motion.
Cooper called on Republicans to keep their promise to protect women's reproductive health and urged supporters to make calls, write letters and send emails to make sure the veto was sustained. The legislature building saw an hours-long debate during which Democrats unsuccessfully attempted several parliamentary maneuvers to send the measure back to committee.

States anticipated dwindling tax revenues, due to a slowing economy and poor capital market performance. These states employed surplus revenues from previous years to strengthen their reserves, mitigating potential risks and stabilising state ratings.
Almost all states that have reported April tax receipts have seen drops in year-over-year declines impacting many state budgets. However, Fitch expects states to handle the challenge by increasing revenues from other tax categories and by adopting financial resilience measures. While the Fed's recession probability has risen to 68.2%, the New York Fed's recession risk indicator is at its highest since 1982. Notably, most Americans in a recent poll have negative views of the current economic environment and believe that the US has either already fallen into a recession or is heading towards one.
