Israel is contemplating the use of private subcontractors to ensure humanitarian aid reaches Gaza without interference from Hamas and other armed groups. 

Moti Kahana's Global Delivery Company proposes a secure distribution plan, involving local hires and a British security firm to be implemented within 30 days. 

The plan comes with a projected budget of $200 million for six months, aiming not only to address the distribution challenges but also to aid in hostage negotiations. 

Final approval from the government is still awaited.
