Joe Biden went off script last night and spewed absolute nonsense to a crowd in Washington, D.C.

He was speaking at the League of Conservation Voters Annual Capital Dinner:

You know, soon — soon, Africa will have 1 billion people. China has their Belt and Road Initiative. It turned out to be their debt and destruction initiative. No, I’m serious. Not a joke. Well, we’re going to win, and we’re going to help.

We have plans to build a railroad from the Pacific all the way across the Indian Ocean. We have plans to build in — in Angola one of the largest solar plants in the world. I can go on, but I’m not. I’m going off-script. I’m going to get in trouble.

What?? A railroad from the Pacific ocean all the way across the Indian ocean?? That would be some feat of engineering if true, but of course it’s not. I have no idea what Biden was trying to say here, but this is utter nonsense. You just can’t leave this man alone without a script for two seconds.
