The U.S. Olympic and Paralympic Committee (USOPC) quietly updated its eligibility rules to prevent men from participating on women’s teams, in compliance with an executive order from President Donald Trump.

The committee changed the rule on Monday, amending its “Athlete Safety Policy” to imply that males will be prevented from participating in women’s divisions. The document did not use the word “transgender” in any of its 27 pages.

“The USOPC will continue to collaborate with various stakeholders with oversight responsibilities, e.g., IOC, IPC, NGBs, to ensure that women have a fair and safe competition environment consistent with Executive Order 14201,” the updated version said.

Trump signed Executive Order 14201, also known as “Keeping Men Out of Women’s Sports,” on February 5. That order said allowing men to participate in women’s sports “is demeaning, unfair, and dangerous to women and girls, and denies women and girls the equal opportunity to participate and excel in competitive sports.”

The order instructed the secretary of state to “use all appropriate and available measures to see that the International Olympic Committee amends the standards governing Olympic sporting events to promote fairness, safety, and the best interests of female athletes by ensuring that eligibility for participation in women’s sporting events is determined according to sex and not gender identity or testosterone reduction.”

USA Fencing was one of the first U.S. Olympic organizations to change its policy to comply with the order, announcing last week that the women’s category includes those “who are of the female sex,” while the men’s category is “open to all athletes not eligible for the Women’s Category, including transgender women, transgender men, non-binary and intersex athletes, and cisgender male athletes.”

A recent poll from NBC News found that three-quarters of Americans, including two-thirds of Gen Z, believe men should not be allowed to participate in women’s sports.

The 2026 Winter Olympics will be hosted in Italy, while the 2028 Summer Olympics will be held in the United States. USOPC’s decision does not necessarily mean that other countries will not include men on their women’s sports teams.

USOPC told the New York Times, “As a federally chartered organization, we have an obligation to comply with federal expectations.”

USOPC did not immediately respond to a request for comment from NR.
