


The American people are giving Joe Biden harsh reviews as he prepares to leave office, rating him even lower than they did President-elect Donald Trump as he left the White House following the Capitol riot in 2021, a new survey shows.
Just 25 percent of Americans believe Biden’s performance as president qualifies as good or great, compared to 36 percent who said the same of Trump amid his departure from the White House, according to a new Associated Press-NORC survey. Another 28 percent said Biden’s time in office was average and 47 percent said it was poor or terrible.
The perception of Biden varies significantly depending on partisan affiliation, with Democrats much more likely to view the last four years in a positive light. Half of Democrats surveyed by AP-NORC think Biden’s tenure was great or good, compared to 18 percent of Republicans and 44 percent of independents.
As Trump was leaving office, 17 percent of respondents said his term was great, out of the 36 percent who said it was either good or great. Of the quarter of respondents who said Biden’s performance was good or great, just 6 percent called it great. Half of respondents said Trump’s term was either poor or terrible after his conduct related to the January 6, 2021 Capitol riot.
Biden’s performance in the AP-NORC survey is much worse than the last Democratic president to leave office. More than half, 52 percent, rated Obama’s presidency as good or great, and 28 percent said it was poor or terrible.
Biden’s overall job approval stands at a dismal 39 percent, a figure that aligns with many past opinion polls showing widespread dissatisfaction with the octogenarian commander-in-chief. Relatedly, only 22 percent think Biden kept the promises he made while running and 39 percent believe Biden tried but failed to keep his promises. The rest of the respondents, 38 percent, said Biden had not kept his promises.
On cost of living, 58 percent of Americans said Biden had a negative impact compared to 17 percent who said Biden had a positive impact. Those surveyed gave similar responses in their assessment of Biden’s impact on immigration and Israel’s war against Hamas in Gaza.
The AP-NORC took its survey from December 5-9, 2024 among 1,251 American adults nationwide. The margin of error in the survey is plus or minus 3.7 percentage points. The survey’s results resemble a recent Gallup poll that found Americans consider Biden’s presidency to have been worse than Obama’s and Trump’s.
Biden stepped aside from the presidential race in July after Democrats revolted against him because of his mental decline. Vice President Kamala Harris subsequently took Biden’s place atop the presidential ticket with his backing.
Trump defeated Harris decisively this past November as Republicans reclaimed the Senate majority and held onto the House.
