It took two attempts to succeed. On Saturday, December 14, a week after the first motion failed, and under strong public pressure, the South Korean National Assembly narrowly voted to impeach President Yoon Suk Yeol for declaring martial law on the night of December 3 to 4. The motion was approved by 204 MPs. To pass, it needed 200, or two-thirds of the seats in the National Assembly. The 192 elected representatives of the six opposition parties voted unanimously in favor. Like in the first vote, the fate of the motion depended on the ruling People Power Party (PPP), which procrastinated until the afternoon of December 14. Twelve of its 108 MPs voted in favor of the motion.

Yoon acknowledged the decision, but reiterated that he would "never give up." "the journey to the future I’ve walked for the past two and half years must never stop," he added, while hoping that "we will all work together for the safety and happiness of the people."

The decision, described as a "victory for the people and democracy" by Park Chan-dae, floor leader of the opposition Democratic Party, suspends the president's powers pending final validation within six months by the Constitutional Court's nine judges. The process could take some time. The Court has only six sitting justices, as the other three reached the end of their term in September. Although there have been exceptions to this rule, a quorum of seven justices is required to confirm a decision.
