In an effort to reassure Mexicans regarding the Mexican government's negotiations with the US, Mexican President Claudia Sheinbaum has been repeating the following: "We have no choice but to come to an agreement, because we will remain neighbors and partners". In response to the outcry following raids by the Immigration and Customs Enforcement (ICE) agents in Los Angeles in June, she said she wanted immigration to be at the heart of bilateral discussions and succeeded in getting the issue on the agenda.

"Progress will not come through raids or violence, but through an immigration reform that finally recognizes the role migrants play in the US economy and society," she said on June 10. She was the one who suggested to Mexico's main trading partner an agreement built around three pillars: security, trade, and migration.

Sheinbaum had planned to personally present the proposal to Donald Trump at the G7 summit held in Canada from June 15 to 17, but by the time she arrived, the US president had abruptly departed the event to focus on the war between Israel and Iran. Although Trump has yet to invite her to the Oval Office or send his secretary of state, Marco Rubio, to Mexico – despite referring publicly to the country almost daily – he reportedly agreed that immigration should now be treated as a separate issue, distinct from security.
