The French parliamentary commission's report on the psychological effects of TikTok on minors, presented on Thursday, September 11, used some of the harshest language yet to describe the platform's failures: "One of the worst social media platforms targeting our youth," "lawless," "repeat offender" and "dunce." After hearing from 178 experts, stakeholders and witnesses, and collecting more than 30,000 responses through a public consultation, rapporteur Laure Miller, an MP for French President Emmanuel Macron's party, delivered a scathing assessment.

"This is a company that doesn't care about the mental health of our youth," Miller told Le Monde. "TikTok claims they care about it, but they don't make the efforts they easily could." In his foreword, commission President Arthur Delaporte, of the Parti Socialiste, added that the verdict was clear. "This platform knowingly exposes our children and young people to toxic, dangerous and addictive content," he said. On Thursday, the MP announced that he had referred the matter to the Paris public prosecutor for "endangering the lives" of TikTok users.
