Ukraine and its European partners gave their approval on Friday, May 9, for the creation of a special tribunal tasked with judging the "crimes of aggression" committed by Russia since it invaded Ukraine on February 24, 2022. "That means that nobody can be left unpunished for the crimes committed, not even the [Russian] leaders who have decided to send all these soldiers here to commit war crimes and all the atrocities that we have recognized here," said the European Union's High Representative for Foreign Affairs and Security Policy, Kaja Kallas, during a visit to Lviv with delegations from 35 European countries. They were welcomed by Ukrainian Prime Minister Denys Shmyhal and Foreign Minister Andrii Sybiha, both of whom hailed a historic day for relations between Ukraine and its allies.

The visit was an opportunity to show a united front, for at the same time, Russia celebrated the 80th anniversary of the USSR's victory over Nazi Germany in the presence of about 20 foreign leaders, including Chinese President Xi Jinping and Slovak Prime Minister Robert Fico − the only representative of an EU country. "Those who truly support peace should be in Ukraine rather than in Moscow," Kallas said, criticizing those who traveled to Russia and referring to Vladimir Putin's refusal to accept a 30-day ceasefire proposed for two months by the US administration.
