President Trump said he’ll impose 25% tariffs on Canada and Mexico beginning Feb. 1.

Mr. Trump made the announcement as he signed executive orders during his return to the Oval Office.

“We are thinking in terms of 25% on Mexico and Canada,” Mr. Trump told reporters.



He said Mexico’s tariffs are in response to illegal immigrants and deadly drugs pouring into the U.S. Canada’s tariffs, he said, are in response to unfair trade practices.

Mr. Trump did not signal whether he’d impose new tariffs on China after threatening a new 10% tariff while campaigning for president.

The China tariffs Mr. Trump imposed during his first term in response to China dumping steel in the United States and other trade practices, remain in place.

Mr. Trump said he won’t rule out imposing universal tariffs on any foreign country “doing business in the United States,” 

Trump said he “may” impose universal tariffs but added that “we are not ready for that.”

“We may wrap it,” he said, “because essentially all countries take advantage of the U.S. We have a deficit with most, not all [countries].”
