President Trump said Monday his Day One agenda includes mass deportations, tariffs on foreign nations and a pledge to “drill, baby, drill” for energy deposits within the U.S.

Mr. Trump said he will declare an emergency at the southern border and designate Mexican criminal cartels as terrorist organizations.

He said “millions and millions and millions” of criminal illegal immigrants will be sent home, and he will reinstate his “remain in Mexico” policy that requires people to seek asylum from below the southern border.

“I have no higher responsibility than to protect our country from threats and invasions,” Mr. Trump said in his inaugural address. “We will do it at a level that no one has ever seen before.”

Mr. Trump said allowing new oil and gas drilling will bring down energy prices and allow the U.S. to fill its strategic reserves while exporting energy.

“It is that liquid gold under our feet that will help to do it,” Mr. Trump said.

He pledged to scrap President Biden’s emissions rules, known as the “electric vehicle mandate.”

“You’ll be able to buy the car of your choice,” he said.

Mr. Trump also said he plans to set up the External Revenue Service to process tariff payments made on imports from other countries. He’s threatened a series of nations with high levies but must still decide how far to go in imposing the tariffs as president.
