


Another federal court issued a blockade on President Trump’s tariffs, including his global “Liberation Day” duties, saying they are “unlawful.”
Judge Rudolph Contreras, an Obama appointee to the court in Washington, said his ruling applied to five executive orders that established global minimum tariffs and targeted levies on countries such as China over drug trafficking concerns.
“The International Emergency Economic Powers Act does not authorize the president to impose the tariffs set forth in the above-listed orders,” he ruled Thursday.
He confined his decision to the two toy companies that sued in his courtroom, but in reaching the same conclusions as the trade court, he signaled the high legal hill Mr. Trump faces as he battles to revive his trade plans.
The administration made many of the same arguments to Judge Contreras that it did to the trade court, saying the tariffs are crucial to Mr. Trump’s attempt to negotiate better terms with America’s trading partners.
