NextImg:McConnell grows impatient with Speaker Johnson as Ukraine aid stalls in GOP House

Senate Republican leader Mitch McConnell appeared irritated Tuesday as he lobbied his House counterpart, Speaker Mike Johnson, to allow a vote on a bipartisan funding bill for Ukraine and Israel.

The Democratic-led Senate passed a $95 billion foreign aid package a month ago in a 70-29 vote that included support from 22 Republicans. But it’s since languished in the GOP-controlled House.

“We don’t have time for all of this. We’ve got a bill that got 70 votes in the Senate,” Mr. McConnell, Kentucky Republican, told reporters. “Give the members of the House of Representatives an opportunity to vote on this. That’s the solution.”

House Democrats on Tuesday began gathering signatures from members to force a floor vote on the bill by way of a discharge petition, though they’ll need at least a handful of Republicans to join them to reach the necessary 218 votes.

Top House Republicans are crafting foreign aid legislation of their own that would provide nonmilitary assistance in the form of a loan to be repaid.

Mr. McConnell rebuffed that concept, underscoring his continued disagreement with Mr. Johnson, Louisiana Republican, on Ukraine.

“The only way to get relief to the Ukrainians and the Israelis quickly is for the House to figure out how to pass the Senate bill,” Mr. McConnell said. “Anything that’s changed that’s sent back here, as you all know, even the simplest thing can take a week in the Senate.”
