CHICAGO — Maryland Gov. Wes Moore, the state’s first Black governor, said Vice President Kamala Harris called him after Baltimore’s Francis Scott Key Bridge collapsed on March 26 and promised the federal government’s help.

“She said, ‘Help is coming,’” Mr. Moore said in his speech to the Democratic National Convention.

He said Ms. Harris’s leadership in helping Maryland deal with the disaster proves her readiness for the presidency.

“I saw Kamala Harris is the right one to lead in this moment firsthand,” Mr. Moore said.

He also paid homage to the six workers who died in the bridge collapse.

“The legacy of those workers who fixed potholes as we slept, who were both in a different country but knew America was big enough for them too,” Mr. Moore said.

The Key Bridge collapsed after a cargo ship lost control and struck a column.

President Biden promised the federal government would pay for the full cost of replacing the bridge.
