A Prince George’s County police officer was suspended this week after two videos appear to show him using his patrol car to have romantic relations with a woman.

Police on Wednesday said the department’s Internal Affairs Division is “actively investigating the actions” of Officer Francesco Marlett, who was seen in two videos embracing a woman and getting in the back of his squad car with her.

Authorities on Tuesday said they suspended Mr. Marlett’s police powers during the investigation.

“I know the officer’s actions seen on these videos have sparked a range of emotions in the community and put a negative spotlight on this agency and the many hard-working women and men who wear our uniform,” the county’s police chief, Malik Aziz, said.

Nelson Ochoa, the bystander who recorded Monday’s meetup between Mr. Marlett and the woman in Oxon Hill, Maryland, told local NBC affiliate WRC-TV that the pair were in the back of the police car for almost 40 minutes.

“We couldn’t believe what we were seeing, and what really made us go, ‘Wow, this is crazy,’ is when the car started rocking a little bit to the left and right … in broad daylight with kids around,” Mr. Ochoa told the station.

Local ABC affiliate WJLA-TV reported that Mr. Marlett was internally disciplined in 2016 by Prince George’s County police for “sustained administrative charges of unbecoming conduct/child abuse and unbecoming conduct/assault second degree.”

After that incident seven years ago, Mr. Marlett was removed from the next promotion cycle and fined $1,500, police said.
